Position Paper: Amendment of the Bavarian Higher Education Act (Hochschulrechtsnovelle)

Since the Bavarian State Ministry for Science and Art (Bayrisches Staatsministerium für Wissenschaft und Kunst) published the key points for the planned reform of university law (Hochschulrechtsnovelle) in October 2020, a broad and constructive discussion about the future direction of the Bavarian university landscape emerged. Unfortunately, the perspective of the next generation of scientists, who are currently still in university, has only been considered to a limited extent. At the Technical University of Munich, for example, this generation consist of approximately 45,000 students and 7,000 doctoral candidates.

Therefore, the Council of Student Representatives (Fachschaftenrat) and the Graduate Council (Promovierendenvertretung) have dealt intensively with this topic and jointly drafted a position paper in which their vision for the future development of the Technical University of Munich is formulated in regard to the reform of university law. A taskforce worked out the position paper’s contents, which than have been discussed in the regular meetings of the Council of Student Representatives. Finally, the position paper was adopted in parliamentary processes by the Council of Student Representatives and the Graduate Council.

The paper is not to be understood as pure criticism of the published key points on the reform of university law. Rather, it intends to express the requirements of the next generation of scientists for an innovative reform of university law and serve as an invitation to a constructive dialogue.
