Cartier Pen - Learning & Development course

I got this pen about 5 year ago at a learning & development training. I haven’t seen many around anymore not sure if they stopped making these but this one has sat unused mostly. I wrote on paper so you could see it’s black ink that still runs well. Has one small ding by C on Cartier to the top left of it. Besides that common scratches on Stainless steel portion of pen.

Someone mentioned this is a “Parker pen” not sure how to verify, I’m not stating it’s made by Cartier I received this at a training & it’s a cool pen for any Cartier enthusiast but I can’t find internally who it’s made by. Ink amount is 50% remaining black color.
